  Regarding definition #1 – flap:
Maltz pointed out that, in flight, a bird's wings laq (the bird is said to laqmoH its wings), but when a banner or sail flaps, the correct word to use is joq flap, flutter, wave. (HolQeD v10n4)

  Regarding definition #2 – speak gibberish:
The non slang way to say "speak gibberish" is jat Hol jatlh. (qepHom 2019)
