More Information

net is used to refer to a previous sentence as a whole, but as a difference to the pronoun 'e', it is used to state an indefinite subject. (TKD chapter 6.2.5 / p. 65)

When talking about the weather with the verb 'aq, phrases are usually constructed with 'e', but using net is not incorrect. (confirmed by Marc Okrand in a message to Chris Lipscombe at qep'a' 2017)
